Haryana Chief Minister Nayab Singh Saini has presented a ₹2.23-lakh-crore Budget for 2026-27, announcing the creation of a dedicated power distribution company for the agriculture sector aimed at ensuring uninterrupted electricity supply to more than seven lakh farmers.
The proposed Haryana Agri DISCOM will function as the state’s third electricity distribution company and will focus exclusively on power supply to agricultural consumers.
The move is aimed at improving the reliability of electricity supply for irrigation while enhancing the operational efficiency of the state’s power distribution system.
Apart from the power sector initiative, the budget also proposed the creation of a ₹100-crore Haryana Green Climate Resilience Fund and announced 20 percent reservation for Agniveers in the state police force.
According to the budget estimates, debt servicing remains the largest expenditure head. Interest payments are projected at ₹29,266.62 crore, while repayment of public debt is estimated at ₹36,101.68 crore, taking the total debt servicing burden to over ₹65,000 crore.
The government has pegged the revenue deficit at ₹4,293.17 crore, equivalent to around 2.65 per cent of the Gross State Domestic Product (GSDP).
The budget also announced several institutional and infrastructure initiatives, including the establishment of an anti-terrorist squad, public-private partnership-based examination centres, and tourism infrastructure projects across the state.
