The Ministry of New and Renewable Energy (MNRE) has instructed all wind turbine manufacturers listed under the Approved List of Models and Manufacturers (ALMM) for wind to report details and documentary evidence regarding their alignment to newly instituted cybersecurity and data localization norms by August 31, 2026.
The MNRE also stated the information will support it to rollout random checks and inspections subsequently.
According to a statement by the ministry in an office memorandum, requirements trace back from its July 31, 2025 amendment to the “Procedure for inclusion/updating Wind Turbine Model in the Approved List of Models and Manufacturers of Wind Turbines (ALMM)”. The updated policy requires R&D facilities and data centres to be located within the country. It also strictly bans the transmission of live operational data outside borders.
Moreover, as per the compliance format enclosed with the memorandum, wind turbine Original Equipment Manufacturer (OEM) must submit details against three key cybersecurity measures.
The first measure requires data localisations. Wind turbines servers and data centres are required to be situated in India, with all relevant data stored and maintained within the borders.
Under the second measure, operational data outside India cannot be transferred, requiring OEMs to submit details of their local control centre, including its location, manpower and equipment, along with measures undertaken to prevent control from outside the country.
Meanwhile, the third measure covers R&D infrastructure. OEMs must set up an R&D centre in India in one year from the issuance of the August 20, 2026 memorandum. Additionally, they must submit information on the local manpower and R&D centre engaged at the facility.
