The Rajasthan Electricity Regulatory Commission (RERC) has rejected petitions from industrial consumers Sudiva Spinners Pvt Ltd and RSWM Ltd, affirming that captive power producers operating renewable energy plants of 1 MW and more will remain subject to the state's Renewable Purchase Obligation (RPO) framework.
The RERC bench comprising Chairman Dr Rajesh Sharma and Members Hemant Kumar Jain and Vijay Pal Singh issued the joint order while disposing of petition numbers RERC/2288/2025 and RERC/2289/2025. These applications were filed under Regulation 6 of the RERC (Renewable Purchase Obligation) Regulations, 2023, which allows the Commission to address operational difficulties in implementing regulations.
The petitioners had sought for confirmation whether renewable energy generated and consumed through behind-the-meter captive solar plants should be considered for RPO obligations or not. Sudiva Spinners owns a 14.984 MW captive solar system, while RSWM Ltd. operates captive solar plants above 1 MW at six different manufacturing units.
Both companies asserted that imposing RPO on self-consumed clean power goes against the purpose of promoting clean energy adoption. They emphasised that solar energy generated and utilized on-site under their facilities should not be burdened with extra regulatory demands as it already contributes to decarbonisation efforts.
The company also highlighted some other states who have adopted policies where RPO targets are chiefly tied to fossil-fuel power consumption.
